Had the same problem on an 8100 Elite SFF. Tried every BIOS setting. Tried flashing the BIOS.
Turned out it was a RAM problem. I was using 2x 4GB PC3-10600 unbuffered - which should be supported - but it was the problem. Same spec RAM from a different manufacturer solved the problem.

P.S. Does your PC have >4GB RAM by chance? If you had a problem with the RAM above the first 4GB, then you'd have issues in a 64-bit OS but not a 32-bit OS.

Me it's me but what was the real workaround for this issue?
A friend of mine has the exact hardware and exactly the same issue!!
There is no way you can install any Microsoft Windows XX 64-bits OS. MS Win 7 64-bits installer goes until the end without any issues or hickups but once the 100% is reached and system reboots Windows won't work.
The interesting part is that Ubuntu 64-bits versions 14.04, 15.04 and 16.04 LTS get installed and everythings works fine, including the 16 Gb RAM.
Thanks and looking forward for any feedback.
