HP 2310e red horizontal lines all across the whole screen when tilted.

Hello, I bought this screen from a retailer back in november and I have been having a problem since january. Whenever I tilt my monitor upwards I get red horizontal lines on the screen and it gives the whole display a red tint. It goes away when i tilt it back down but sometimes that method doesn't always work. I have tried to fix it by installing the monitor driver and making sure the DVI cable is properly fitted in place. I have also tried the HDMI port but it still does it anyway. Is there anything I could do to fix it? or do I need to return it and get a replacement/refund. I can take pictures if you guys want to see it.
