HP Multimedia Speakers

Does the tone/bass adjuster for the HP Multimedia Speakers increase tone or increase/decrease it?

For example: The knob for tone is all the way down and then when it is turned up the tone/bass increases. When the knob is all the way down is the sound that is coming from the speakers sound without being altered by the speakers knob or is it decreased?
