HP w2207h "Access Denied" error

I recently bought a HP w2207h monitor from Amazon and had to return it for a stuck or dead pixel. Then I thought I'd try it again but bought it from a local Best Buy store instead. It worked fine for the first week and now it has a line (when you face the screen) on the right hand side of it going vertical. On black the line looks red and on white the line looks blue. It also has a white horizontal line going across the red/blue line to form a sort of a "t". What is this and can it be fixed if I download the drivers for the monitor.
I'm having issues trying to download the driver for the monitor from both the HP website and the disk that came in the box. When I try to download the drivers from the HP website I get the error message "Access Denied". I tried chatting online with a customer service rep and they said it was a known issue but what they told me to do didn't fix the "Access Denied" error. I'm running VISTA and I guess according to what I'm reading this is a common issue. Any suggestions or tips would be greatly appreciated. Should I just try and return the monitor or try downloading the drivers? I really like the monitor but all the trouble has me having 2nd thoughts about it. Thanks!

Install the monitor driver first.

Don't click save. Click RUN

I have been having the same issues since I bought the monitor. In August 2008 Microsoft posted a windows update, I could never get this to update either. I finally contacted Microsoft support yesterday and submitted a case.
Unlimited installation and compatibility support for Vista SP1 is available at no charge through 18 Mar-09

I was VERY successful with a support rep from Microsoft. It required deinstalling Norton AntiVirus and him running a Microsoft tool
to reset permissions (looked like in the registry). Once that was done, I was able to install the latest driver from HP and also the Microsoft update
for this monitor! Without this update, my monitor showed in the Device Manager under Other Hardware, and I was having compatibility issues with software that required HD compliant hardware. I am running Vista Ultimate, 32 bit. Hope this helps and hopefully you get as good of a support rep @ Microsoft as I did.

same thing. access denied when "RUN" from download.
Device manager shows correct monitor type "HP 22207h LCD monitor"
but keep telling me you don't have driver when I reboot all the time.
Can I select to "DO NOT Search for Driver" ?
