HPw1907 is not receiving signal

I had a post last night and with cOrnells help I now can see that the monitor is not getting a signal, It is hooked up correctly and I have tried everything I know but I need help from computer people.  I looked again on the web site and it gives an answer but I DO NOT have a half moon on my keyboard.   I have a DELL computer and a DELL keyboard.  Please help me!!
