I cannot change size of icons by right clicking on desktop. There is no "view" to change them. I have four items that show up; Graffiti, Background, Settings and Windows Desktop which changes the appearance of the desktop and doesn't have the carousel.

As I explained, it doesn't work. When I right click the desktop, only four options show up; graffiti, windows desktop, background and settings. There is no view. Thanks anyway.

It sounds like what you have on your screen is HP Magic Canvas, and not Windows Desktop.
So, right click, and then select "Windows Desktop" to return to the actual Desktop. Then if you want to you can right click again and resize stuff.

I finally figured it out on my own. I'm not all that literate with computers, so I didn't realize that I wasn't on the desktop. I always thought that the HP Magic Canvas WAS the desktop. Duh
