Monitor "Power Button Lockout"

I've been trying for days to find out why and how to get this message off my monitor "Power Button Lockout" My monitor "HP w1858" It shutting it down continuously,or the message is in the way.It's driving me nuts.

Go into the monitor's menu and then do a factory reset.  Be sure that your power button depresses fully and returns to the up position.  Flick it a few times to make sure it works freely (unplug the monitor first).

Keep the button pressed for about 15 seconds until monitor turns off.
