Slow Fullscreen Video

I have a HP p6310f Desktop with Windows 7.  It's only a little more than a year old.  I have had no problems with it before; but now I am having slight issues.

 

Whenever I pull up a PC game with graphics (even if I have the game set on the lowest definition settings), I get a really slow framerate, which makes the game pretty much un-playable.

 

Also when I try to pull up a video saved on my machine, or a DVD in full screen, the video slows down and the audio and video don't match.

 

I have a great graphics card and plenty of RAM, so I don't really understand why this is happening.  I defragment my computer once a week, and I have more than half of my memory free.
