hp vs17 monitor not working

i have a couple of problems with my hp17 monitor... i will just go through some of them....

 

when plugging in the monitor i get that loud hissing sound coming out of the speakers that i see most people have said on the forum about this monitor.....

 

after that stops... i press the power button on he blue light flashes a couple of times then stops for a second then flashes a couple of times then stops during this the monitor does not turn on....

 

so i unplug the monitor leave it out for awhile then plug it back in ......

 

now two things can occur after this it can either

 

a) it does what i said before no matter how many times i turn the power button on or off

 

or

 

b) after maybe one or two blinks it cuts on saying no video signal (because the video plug is out) and by the time i get the video cable in  the power light is yellow and nothing still shows up on the screen (yes the computer is on)

 

any reasons why this might be happening ???

I BELIEVE THERE IS A PROBLEM WITH THE CPU.  BUT I DON'T KNOW WHAT IT IS.
