I know this has been an ongoing issue and there's been a replacement program as well.
I received my replacement a few days ago and although the fan is quieter than before, it won't stop running at full speed.
At the moment, all I'm doing is typing this message but the fan is running at 100% and very noisy.
Is there a solution to this?
My desktop is HP PAVILION ELITE D5000T ATX CTO DE fyi.
Thanks

Yes there's a way.
We need to lower the fan speed.
Try going to evga.com and register first for a free account (takes very little time) then click the link below, go down and download the program then install it.
When you open the program you'll see next to fan speed that AUTO is checked. This is what we want so that fan speed will be back to normal levels to rid of the noise.
When you're gonna go and play games on the pc, remember to uncheck AUTO fan speed in EVGA precision utility and manually set it to between 40%-60% max only whrn u play games to ensure proper gpu cooling.
Hope this helps.
