Hp windows 7, unplugged everything to move to new desk. Now monitor stays in sleep mode. Pressing and holding MENU shows a quick OCD lockout, Continuing to hold MENU shows a very quick menu of "brightness to contrast, etc. This is a debranded HP monitor. TSSI MODEL TS-21F5 s/n:TS21002407, as an HP I believe it would be TS22W. Maybe it no longer works? Sound comes on. Also hooked up to a Dell and I get the same thing.

Hi,
Do you mean OSD lockout?
OSD Lockout is displayed. | The monitor's OSD Lockout function is enabled. | Press and hold the Menu button for 10 seconds to disable the OSD Lockout function. |
Power Button Lockout is displayed. | The monitor's Power Button Lockout function is enabled. | Press and hold the Power button for 10 seconds to unlock the Power button function. |
If the above fails to clear up the issue then try a monitor reset. Unplug the monitor’s power cord and hold down the monitor’s power button for 30-60 seconds. Plug the monitor back in and power it up.
It's possible that the menu button has failed. Do you feel a slight click when the menu button is depressed?
