Hello Condor50,
What operating system?
Make / Model of the computer we are using?
If the restart makes the icons appear, what leads them to disappearing? Are they there until you turn the computer off again?

unplugged the monitor for a bit, then re attached. Icons appear on start up now. but even though power settings on NEVER turn anything off, if I'm not actively typing or using mouse screen goes to sleep.

Thank you for that link. Some if it was beyond my scope of understanding. I find if I turn the computer on and not the monitor, once the computer is powered up I then turn the monitor on the icons are there. If they dissapear such as when I put the unit into sleep mode, I turn the monitor off then back on and they appear.
I discovered a setting in the screen backgrounds that was shutting the screen off after 1 minute. I unclicked that button so that problem is solved.
I'm running Windows 7 Home Premium Model P2103w with Intel Pentium CPUG630 at 270GHz. The monitor is HP2011x
Thank you for your help.

Hello Condor50,
There is a Microsoft Answers solution that seems to think it may be a driver issue. Let's check on your computer to see if you have the most up to date drivers available.
This link provides the information and steps.
When Windows 7 computer wakes from Sleep Mode, the desktop icons and taskbar are gone
