I know this is an OLD post but I'm having similar issues. dv9820us and no optical drive was listed in device manager. I performed the MS FixIt that reset the upper and lower limits in the registry, no help. Booting and going into the boot device order shows no optical, only option is 2. Internal Hard Drive.
I tried pulling the hard drive, reformat and loaded Windows 7 from another laptop. This did not work either. I'm stuck, no optical drive detected in BIOS as I can see. Flashed the latest BIOS and that did not help either.

Clean the cd/dvd with a laser lens cleaning kit. If that doesn't fix it then the cd/dvd drive will need to be replaced.
No?? Still not detect..hmmmm try below tips..
First open the "Device Manager" to check for any error messages related to the device and click on "Start" and select "Control Panel" .
Now double-click on the "System" icon then click on the "Hardware" tab and click the "Device Manager" button. A new window appears, and displays whether the device is working properly. If there are any errors, click the "Troubleshoot" button and follow the given onscreen instructions.
Check the CD/DVD that you are trying to use to and ensure that it is free of dirt and scratches and the proper format compatible with your drive.
Now uninstall any drivers that may be on your computer from previous DVD drives.
Now download the latest driver updates for your DVD drive model from HP website & install it.
Also check on HP website that your machine has the minimum requirements to operate the drive.
Now restart your computer & check your DVD drive.
I hope issue has been resolved.
