Is there a possibility that you have turned off autorun on your DVD drive?
Go to Control Panel.
Make your choice, save it and close Control Panel. Now when you want to install a program or sftware from a disk it should be straightforward. Don't forget that you can go back into Control panel and change the default action for your DVD drive any time you are ready.
