Premiere Elements 10 will not burn a DVD. It stays at 99 percent and will not complete the burn.

New HP 1107c. Cannot burn a DVD with Premire Elements 10 64 bit. Works OK on a 64 bit Dell. Could this be a DVD hardware problem ? Turned off all Microsoft services via msconfig, disabled virus and spyware software, but still hangs at 99 percent burn
