upgrd vista 64-bit home ed to windows 7 64-bit home ed. I can burn dvd's CANNOT BURN CDs

Desktop elite e91807
Windows 7 Home edition
The CD does not respond forcing the computer to not respond in My Computer. Have to restart to eject disk on POST.
Tried Fix it and Upper & Lower regedit no good
12 GB Memory
1 TB Hard Drive
DVD CD burner reader +R -R DL everything but Blu-Ray
HL-DT-ST BDDVDRW CH10L [CD-ROM drive]
hp DVD D DH16D5S [CD-ROM drive]
Event Viewer
The device, \Device\CdRom0, has a bad block.

Does anyone know if the microsoft fix is for 64 bit systems or 32 bit systems? The Desktop elite e9180t is a 64 bit system.
