My CD drive does not seem to work. I load a CD and I can hear it start up but nothing! Is there a subscription you pay in order to use the CD Drive?

Since that PC came with Windows 10, it actually should be working.  Try opening the CyberLink Power Media Player software before inserting the CD in the tray.  Then insert the CD.  Does the software then recognise the CD was placed in the drive?

I'm not an HP employee.
