Computer won't turn off by power button/Amber light and fan keeps running when i plug in power cord

I have a HP Pavilion 504n, it runs Windows XP Home Edition.

 

I haven't used my computer in a long time, haven't even had it plugged in either. Today I decided to hook it up and use it again, so I plugged in the monitor and I plugged in the power cord. As soon as I plug in the power cord the computer's fan starts running and a amber light comes on at the power button. However nothing happens, meaning the computer doesn't load anything, nothing comes on the screen (the monitor works) the amber light stays a continious amber, no flashing, and the fan continues to run, and I cannot power it down using the power button, I have to unplug the power cord for it to shut off.

 

What is going on? What can I do myself to try and fix the problem?

No, it will not boot to BIOS.

Immediately start pressing F8 on power-up.

Have you tried clearing the CMOS:http://support.hp.com/us-en/document/bph07813

 

That unit is 9 years old, when was the last time you changed out the CR2032 coin battery.

Hi,

 

Try this article.

 

You have an older PC so it's possible that the CMOS battery might be bad.  You could try replacing the CMOS battery.

Okay, so I tried a few things. I changed the battery, and I also cleared the CMOS.

 

Now when I plug it in the computer starts up automatically and the fans start, however the amber light under the power button no longer comes on. The green light in the back by the power cord is green, and the computer is making a weird noise, I don't know how to describe it but basically not something it should be making when starting up.

 

It does this wether I have the monitor connected or not, only difference is when I have the monitor connected and don't have the desktop plugged in to power the monitor screen is lit up ready to go, but the second I plug in the desktop and it turns on the monitor turns black. (Since the computer isn't loading obv.)

 

I also checked the connectors to make sure everything is plugged in all the way and that no pins were missing or bent or whatnot....

Hold down the power button for 30-60 seconds. Does the PC shut off?
