I have a desktop that's supossed to run 8 gigs, but for some reason it only runs 3.45.
The processor is a AMD E1 2500 APU with Raedon HD Graphics 1.40Ghz
Windows 10 Home 64 bit OS
It's extremely slow and even when I watch Youtube or Twitch the video quality is hoorible.

The stock model has the following characteristics:
1) 4 GB of motherboard RAM, not the 8GB you referenced.
2) The CPU (1.4Ghz) and motherboard only has a 65W power supply. This is similiar to a very low-end laptop.
