After upgrading from Windows 8.1 to Windows 10, my DVD burner cannot be started. Windows states ...
"Windows cannot start this hardware device because its configuration (in the registry) is incomplete or damaged (code 19)"
I have uninstalled and reinstalled the DVD driver (which windows says is the latest version) to no avail.

Hi,
Try following the procedure under the sub-heading Resolution 2: Fix corrupted registry entries on the link below to remove the Upper and Lower filters and see if this helps the issue.
