After formatting bluescreen error occurred! HELP!!!! [ Edited ]

I bought my Pc with Vista service pack 1, I didn't use XP or anything else befor on this PC.

I made a recovery disc a few days ago, and then apllied a full format to the PC, after that during the reinstallation of the desktop, the blue screen error occured. when I try install the monitor driver, the same error occures again!

The same thing happens when I try to update the BIOS!

Also I can not install or update ATI Software and Driver, error:
