HP Pavilion p6345a - Inverted comma key doesn't work properly

Hi. When I hold shift and press the inverted comma key - nothing happens. When I press it again then I get a double inverted comma.Then I have to delete the one and do it all again on the other side of the word or sentance.Why is this happening? ( I have a HP wireless keyboard)
