Hp Slimline Pavillion One LONG beep. Will not turn on HELP!

I am not too familiar with HP computers and their toubleshoot features.

 

I have a HP Pavillion Slimline s3620f. I was told the CPU was blown (Pentium DC) so i found a upgradable C2D to test and still got the same long beep. Then tired to change the Ram to see if that was the problem. Still the same long beep.

 

Im not sure what else to do. Can anyone please help me figure out what is wrong with this computer.

Here are the specs for the HP Pavilion Slimline s3620f Desktop Computer. According to the specs, the computer supports the following CPUs;

 

Socket type: 775

Intel Core 2 Duo (Wolfdale) E8xxx

Core 2 Duo E6xxx (Conroe) up to E6850

Core 2 Duo E4xxx (Conroe) up to E4400

Pentium E2xxx series (Conroe) with Dual Core technology up to E2160

Celeron 4xx series (Conroe) up to Celeron 440
