It is an unfortunate quandry. You purchased a SLIMLINE, and your options are moot.
There is no PCIE x1 card that meets your minimums.

Are you saying the Radeon HD 6450 wouldn't be good enough, assuming I upgraded to a 400 watt power supply?

Review the motherboard specifications for the S5610y. This model slimline doesn't even have a PCI-E x16 video card slot that is recommended for a mid-upper range video card.
The on board video is probably just as good as a PCI-X 1x video card.
Are you willing to put $150-$200 into a PC and then you might not like the result?
