Good question! Does your PC's BIOS report 6GB?
I would consider carefully and properly reseat (you should feel a click and plastic lock tabs are seated in the tabs on the sides of the memory module) each memory module

If you remove the two 1 GB sticks and install only the 2 GB sticks what does your OS report then. Make sure that you do not place them in DIMM slots next to each other. use slots 1 & 3 or 2 & 4. That way your memory will be in dual channl mode. Your problem may very well be the mismatched memory modules. All of the memory modules must be identical size and manufacturer. After you test the 2 GB sticks then test the 1 GB sticks in the same fashion.

There are a few things that could be causing this.
1) This one is a must do. Remove and inspect the chip labels on your memory sticks. Do all four sticks have the same chip maker name(HYNIX) on the label? Are both sets the same speed? (i.e. PC6400 or PC5300)?
When memory sticks of different speeds are installed in DIMM slots, the OS will always drop the memory bus speed to the slower stick's speed.This most likely to be the the cause of slow memory response in your system. Mixing different chips between pairs of memsticks always causes memory issues.
2) Right-click Computer --> select Properties --> Advanced Tab --> Select Settings under Performance --> Advanced Tab -->Select Virtual Memory --> select Change --> put tick in Custom size --> put the number that is in recommended (total paging size for all drives) in both initial size and maximum --> select set and restart your PC. This is a virtual memory tweak used to slow down the effects of the always present Microsoft Windows memory leak problem.
How does your PC respond when only the 2 x 2GB memsticks installed?
BTW..Really good catch on the msconfig.
If there was a tic in the max memory box then HP did it in the script for the OS install. It is not normally selected. I gave you a Kudo for that.
Update: I just looked at some Samsung and Hynix memsticks in my box of DDR/DDR2. each one manufactures chip and builds modules with their own chips so yours are probably the same. That means mismatched memory modules are probably in your system's DIMM slots.

If your problem happens when you put in 2 x 2 GB sticks, then one of them has a problem. Use memtest to test both 2 GB sticks individually to determine which one produces errors under processing load.
That is indeed how it works.
What I have stated are the rules for memory module purchase, installation and tweaking that all successful overclockers follow. You are perhaps unaware of it because your PC does not have a BIOS that allows adjustment of primary and secondary memory timings and adjustment of memory module voltage. Not all memory modules have the same voltage requirements either. That is another factor in the equation of successful memory upgrading.
