I gather that means some memory has failed and needs to be replaced? 3MB replacement costs? Is it easy to do myself?

It's always better if you state what model HP. That said, your basic problem is that 1 or more memory modules have failed. As you referenced 3MB, it probably has (2) 1 GB and (2) 512mb modules.
If you download and run Belarc advisor, it will tell you how many slots, what is in each slot , http://www.belarc.com/free_download.html
