Noisy Defective 9500GS Video

On my brand new Pavillion Elite, I got a noisy-defective NVIDA 9500GS video card, that just got worse-constant.
What is the usual outcome in these cases? Do the replacement cards work perfectly, or do they eventually go bad too?
On custom models, is it possible to upgrade to a different brand/model of video card, during the repair?

The fan on the video card is noisy. Sometimes when you put the computer on the side the noise goes away temporarily.
I believe the card should be replaced.
You could buy another video card like the 9600GT or 9800GT from newegg.com if you can't get the 9500GT replaced.

You can replace the fan with a fanless heatsink for around $35:

There is a capacitor on the card that gets in the way so you have to file down about 1mm of the heatsink. Other than that, it was an easy install.

I have a Pavillion Elite m9552p which started making a loud noise from the video card fan. It was warrantied by MSI. I got help through HP chat here is a link to the MSI replacement program https://9500replacement.msicomputer.com/ . I am on hold with MSI. I can't tell the Zero's from the 0's on the serial numbers.
