P7-1254 Icons Consistently not responding, and during Hard Shutdown I cant select any boot options.

I own a P7-1254 Pavilion Desktop. I am consistently having problems with my Desktop Icons or any Icons for that matter responding. In order to get them to work I have to do several Hard Shutdowns. Another problem is after I do a Hard Shutdown, my Boot Up Options it gives me to start in Safe Mode or Normal Mode fail to work as well. If I select either of the two the system freezes up. Only option I have is to wait the 30 Second Count Down for it to start in Normal Mode on its own. Also I am aware that Fans do tend to spin up quickly on Startup, but mine make a Winding/Grinding sound. It isn't on one computer either. I have 2 of these systems side by side and they both have the identical problems. So this isnt an isolated issue. I am thinking motherboard/bios issue?
