PCI-Express expansion-ports

Am I to do something to use the PCI-Express expansion-ports? I've tried two different cards for RS232 serial-port. One (from China via ebay) hangs the computer by never getting past the screen to press the escape button; the other (from StarTech via Amazon) got past that but went to a blank-screen. The computer is HP-Pavilion p6-2021 running Win7 home-premium-64bit.

Sometimes too little info can be a hinderance. It helps to link the serial cards that you tried.
