Possible bad mothboard

I have Pavilion P6210Y that's about 2 years old.
Boot shows "Reboot and select proper boot devive or insert......
Hitting any key brings up the same prompt.
I can enter the setup and shows nothing in the 4 SATA drives.
Tried replacing HD and CD/DVD drives, same thing.
Run the BIOS Diagnostics, F9, Passes 1 and 2, fails #3, no drives.
I'll assume its the motherboard unless I hear different.
Owner has no recovery discs.
I know I can reorder Recovery Media but can I get new motherboard that will be also that will be tied to the OS?

One can order a replacement motherboard, but I fear the cost will turn it away. http://www.algogo.com/store/products/HP-Pegatron-M
I know nothing about that vendor, just showing that replacements are available. Google to find a vendor that is approved by the client or buy a known brand motherboard and a new OS because the HP OEM OS will not transfer.
