VGA problem (HP Pro 3400)

Good day for everyone here.

Can someone explain me the reason for this behavior and what can be the solution.

Problem:
Computer HP Pro 3400 mt.

When I try to start it the screen goes to sleep mode as if it's not receiving signals from the video card (inboard).

I have tried two monitors and tried the PC on another monitor/screen and it behaves the same, while the same monitors are working well with other PCs.

"It seems that is possible to reset the motherboard"

but i'm A bit confused i dont understand what does it mean, so my question is if it have to do with reset the CMOS or this reset is another thing to do on the motherboard.

If I'm not sounding clear please feel free to ask your question.

If I'm not posting on the correct place guide me there.

Have you checked the Power Supply (PSU)?

 

Example of how to remove that PSU (different model), but same screws and release lever.
