I have 802.11n PCI adaptor that came with my HP Pavilion. Is it possible to change or control the output power of the radio? I am connection D-Link 802.11n router (300) and getting only 135 even when the router and modem are a foot away from the PC. The D-Link is set for max power.

Hello OeO, The speed rating you suggest is about all that the 802.11n PCI adapter will produce. I have a Netgear USB N adapter and it constantly reads 120-130. It will occasionally go to 150 for a few seconds and then drop back to 120.
This appears to be normal readings for the N wireless cards.
Here is a link that can provide more information on these speeds.
