cannot start.hard ware device- (Code 19)

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
Model:HP Pavilion Elite e9120y Desktop PC -System Diagnostics Report - warnings- errors
g= compact flash
Failure using the VxD loader.
Cause: A device has a configuration problem that prevents it from working properly.
Details: The device, Compact Flash , is reporting "tv_ConfigMgrErr19". This device will not be available until the issue is resolved. The Plug and Play ID for this device is WPDBUSENUMROOT\UMB\2-37C186B-1-STORAGE#VOLUME#1-19
h= SM/xD picture
Failure using the VxD loader.
Cause: A device has a configuration problem that prevents it from working properly.
Details: The device, SM/xD-Picture , is reporting "tv_ConfigMgrErr19". This device will not be available until the issue is resolved. The Plug and Play ID for this device is WPDBUSENUMROOT\UMB\2-37C186B-1-STORAGE#VOLUME#1-19

under Device Manager -portable devices have the following items:
g= compact flash ,
h= SM/xD picture
i= SD/MMC
j=MS/MSpro
Checked each of the above portable devices and all have the following message:
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available.

When check for solution - nothing happens
Please advice how to fix the above error as I am just a user.

Open device manager and find the card reader device, right click on it and select "uninstall".
Reboot the PC it should reinstall the device and drivers automatically.

As adviced uninstalled and rebooted the pc and all are now ok. msg: This device is working properly

I have this problem but only on DVD/CD-ROM drives - hp DVDRAM GT30L. Which card reader are you talking about? Thank you for your support.

I have this problem with my hp DVD-RAM UJ8B1. I have uninstalled and rebooted it, and it didn't work. I even performed a system restore, and it didn't work. PLEASE HELP!!!

The problem could be with your upperfilters or lowerfilters.
You may have to delete them. Microsoft has an automated tool that helps assist as well and instructions are provided on the following link to manually attempt the fix.

I am having the same problem with my Pavilion G6, my disk drive will not run any disks. whne i went into device manager it said "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" in properties. how do i fix this problem?
