Frozen after restarting

I have an HP small form factor about 3 years old, operating on Window 7, 64 bit. Today Norton downloaded an update and needed to reboot. When the computer wouldn't reboot all that would come up was the blue HP screen. Can't take any action and can't shut down. Have to unplug it to turn it off. Where do I go from here?
