Try this procedure and see if you can isolate the issue. Trouble Shooting Power Supply Issues. Don’t skip any steps.
If you have already tried the above procedure then I would say it's time for the local PC repair shop to take a look.
Inspect the motherboard with a flashlight. Look carefully at the capacitors for flaring or bursting.

I am having this same problem and my laptop is in warranty. So will I be able to have it replaced without paying anything?

Jame-z,
If your laptop is still under warranty then contact HP support.
HP's support number is 800-474-6836 or 800-HPINVENT or online here.

Same startup problem! Actually Pavillion s3600t was running and I noticed it had gone to the blue HP screen. Mouse and keyboard did not work. screen "frozen". Rebooted with same result. Some normal startup type sounds before HP screen comes up.. Rebooted again while repeatedly pressing F10 and said "going to setup...." on blue screen but screen frozen at that point and nothing else happens. So can't get to BIOS setup. Interesting--- bought this in December 2008 from HP EPP--- same time as a couple other posts on this strand. Coincidence?? Any more ideas out there? No apparant burnt componants inside case.

Yep....me too...But mine is a p6110y .bought around 5/15/09...Sounds like a very similar problem except i get a lighter shade of blue screen with a dialog box after the first hp screen..If you can see a solution on this site I've pretty much tried it..I plan to pay for this fix and post the causes of this on my thread "BLUE SCREEN WITH HP DIALOG BOX" ..This seems to be a WAAAAAAYYYY to common problem...Does hp stand for heaping pile ?????

I had this happen to me before and it was caused by a nasty virus brat. Went months without my computer as it was out of warranty till I figured it out. When you turn on your computer hold the F1 button down. That should open up the set up screen. Once in there it should give you the option to return your system to it's default setting might be F5. Not sure if it is for your system but there should be a list that you can see in there. Then press F10 to save changes and exit. Then reboot and see if that worked. Only other option would be to wipe computer. To do that put the install disk in and then reboot when computer starts up disk should hopefully run and give you install options or just plain install itself. I would try the first one by changes settings to default. Last one is to wipe your computer. If you do choose wipe remember to go to updatemicrosoft.com and java.com to get the latest updates. I am not an HP representative nor a professional.

This may be a chip set driver not installed. or a bad hardware pulling to mush power. I change CPU, MEM sticks. Power supply all the same thing. Just pull these cable to hadrware not hdd. boot right up . BINGO> down 1yr.
