System starts up then shuts down - no error codes

After pressing power button to turn on, HP Pavilion a6460t computer begins to start up, fans operate, then after about 5 seconds it stops.  It will continue to try to start up, cycling on and off until I repress the power switch to turn off.  The system never got to the point of sending any error codes to the monitor before it shuts down.  I have disconnected all the peripheral devices and it continues to cycle on and off.  Have already replaced the power supply with new replacement from HP with no change in symptoms. system is running Windows Vista.   Any ideas?
