i have new hp p7 1254pc win7 64bit os.  pc fails to boot when i install iocrest sy-pex20032 pci express multi-port usb2.0 controller card.

PC model:  p7 1254pc  -  Prod No: QW699AA#ABA.  Called HP absolutely no help.  I have upgraded pc the latest bios firmware.  Card has no manual config on it.  What can I try before return?

Same Problem you are going to have to call HP Customer Support. The PC was not defective previously. They just posted the wrong/corrupted BIOS. This is the HP Driver site fault.
