log on process failed to create the security options error

For the last past week, I have been getting an error every once a while when I login using in my password for admin( home user just with diff people using it),  I try to open windows mail or even internet, and it pops up an error message after I try to open the task manager.  Takes a couple of minutes and goes to a blank screen with this up

Big red X  with Failure Security options

 

Can anyone help me on this?  I have vista 64pre home,  A6530f  Norton 360.  I did do a vista repair a couple of weeks ago due to i had issue with printer software which is now okay and solution center opens.

I closed off sidebar not really seeing it this week , but  sys still very slow and internet is ok but slow .
