Hopefully this works for you or someone else. I was experiencing the same thing- try to access UEFI PC Firmware Settings and got a blank screen every time. Tried the ridiculous press F10 every second. Nada.
Luckily I ran across this post which put me onto my solution. It is in fact that the BIOS could not display on my monitor(s).
The BIOS has been there all along but I couldn't see it.
My setup is an HP Envy desktop with the Intel HD graphics built in connected with DVI to HDMI cables to 2 HP w2338h monitors which have a native resolution of 1920 x 1080 or so. Solution? Unplug it all and plug in an ancient HP CRT monitor with a VGA to DVI adapter. Seriously. My new HP desktop could not display the HP BIOS on my HP flatscreens. Now, I'm not going to dig into this but I suspect even just connecting one of the flat screens with a VGA connector might have done the trick.
And wa-la. My firmware is not corrupt. I don't need to do anything crazy. I just needed to downgrade my video connectors in order to see the bios. And, now that I have my legacy graphics card in there I can see this cute HP bootscreen. Previously, black until Windows started. It's a whole new world!
I will also be letting HP support know about this.
