Compaq Presario SR1610NX Doesn't want to start up

I have a Compaq Presario model SR1610NX, that when i turn it on, all i see is the esc > F4 and F10 function on the screen.  Doesn't want  to run windows too.

 

I changed hard drive and memory.

 

Any ideas what could be?

If you changed your main hard drive you need to install an operating system. If you have recovery discs, you can use those to reinstall the same software system image that HP provided for the PC at the factory.

I did installed new HD, and insert XP CD, but it doesn't want to read it. I can't get the computer to read CD nor can't get to the CMOS settings. I only get a black screen with the F4 and F10 options at the end of the monitor. Any idea what hardware might giving that trouble.
