If you are running Windows Starter, you cannot change the background via any setting in the OS. However this software from Oceanis will do the trick although the taskbar stays the same. Visit this link ...
Just download or select your graphic, run the software and choose the background, If you don't want it to change or cycle through different ones, just select the one graphic in Oceanis.

thanks a bunch! this worked for me too and i love all the options (like cycling through multiple different background) that i haven't had with windows before! thank you thank you thank you! =D
