I have an HPE Pavillion 171f running Windows 7 Pro and would like to upgrade the cpu from an i7-860 to something quicker. Can this be done?

The CPU that you have installed is the top optional CPU listed by HP. There is an i7-880 that will give you a @360 mhz increase, but it is quite expensive.
If you are looking for a serious performance increase consider upgrading the primary drive to an SSD.
