Desktop PC won't wake up

I have an HP D530 running XP. It has gone to sleep and I can't boot it up in normal or safe mode. It may start to boot and then just goes back to sleep. Any ideas? I can't download any service packs or updates without it booting up.

Open the computer and check the fans for dust and remove and reinstall the memory and cables.
