How to schedule recurring automatic sending of e-mail

I have an upcoming need to send out status reports on a weekly/monthly basis. These would go to a fixed recipient list & reference a fixed location (that contains the status report). So actually, I would be sending the same e-mail every week/month (& only the contents of the externally created attachment would change). I would like for everything to be done automaticly.
Can that be done in Windows Live Mail? I'm using Windows7.

Most email providers don't have this option, I know gmail doesn't, and pretty sure hotmail doesn't have it either. I use a website called LetterMeLater for automated emails that I want to send out at a specific time.

Thank you, Cytheria, for your prompt reply. LetterMeLater seems to be a perfect solution. Best of all, I can schedule recurring messages; for instance, send the weekly report every Tuesday.
