Lock Restore program

I have a few Hp pavillions, running vista and newer.  Just wondering if there was a way to password protect my recovery stuff.  For example when you go into f11 at boot for recovery options I don't think there's a password on a factory restore.  I've already put a super and user password on the boot.

Maybe a third-party program might help. But haven't tried doing this yet. You gave me an idea though.
