Firstly... what have you installed on it? In all likelihood you are having some sort of software problem, which is not something an exchange would fix.
Run a hardware test on the PC and then run a system recovery WITHOUT installing anything for at least 3 days afterwards. If it all checks out and the performance is fine, that means that it's something you've installed causing a problem within Vista. It can be devices, programs, etc. that cause the problem.
