PC only runs USB at 1.1 when it should be USB 2.0

Hi guys,
I use an old HP/Compac DC 7100 SFF computer which I have had for a few years. I run Windows XP pro (SP3) on it with the 2.8 ghz chip and 2gb of RAM.
According to the spec list, this particular version of the beast should have a whole lot of USB 2.0 sockets at the back and 2 more at the front. But it doesn't appear to have them. When I plug in a USB device, I get a notification near the clock that says that this device would run quicker using USB 2.0 and that to see a list of USB sockets, click here. But if I click, it shows nothing.
The problem was only noticed last week when I wanted to transfer some files from a memory stick to the PC and it took forever.
Anyway, I can get to this page .....
Which is a list of the software and drvers for my PC but being a numpty, I have no idea which section I need. I'm not even sure if my USB problem can be cured by one of these downloads. With a bit of luck and a fair wind one of you expert types will be able to tell this poor sinner what to do to get USB 2.0 back on board.

You need to isolate any USB 1.0 devices away from the USB 2.0 hub. If the hub detects a 1.0 USB device then all devices on the hub will run 1.0 speed.

Hi Dave,
The only USB lead that is fitted in the sockets is a lead that has an infrared receiver on the end of it for my wireless keyboard and mouse. There are no actual "devices" such as a printer or external hard drive.

Hi again,
I downloaded those files and installed them. The install went without any problems except that after the restart I plugged in a pen drive and got the meassage that "this device can work faster and that to view a list of USB ports, click here."
Clicking in that message box just closes it but doesn't give any further info.
Is there some way that I can check what the USB ports are running at?

You should see something about Enhanced USB for the USB 2.0. Just had another thought on this. My PC has USB ports on front and back, but only the back ports seem to work at 2.0 speed.

OK, Cheryl,I did that and there are 2 sections dealing with USB (that I recognise as such)
One is under the heading, "Bus Adapters" and shows.....
ALi PCI to USB Open Host Controller (3x)
Standard Enhanced PCI to USB Host Controller
Standard Universal PCI to USB Host Controller (4x)
The other is under the heading of "Other Devices" and shows ...
HID-compliant consumer control device
HID-compliant device (2x)
USB Human Interface Device (2x)
HID Keyboard Device
Standard 101/102-Key or Microsoft Natural PS/2 Keyboard
HID-compliant mouse
PS/2 Compatible Mouse
PCI Class USB 2.0 Enhanced Host Controller
USB 2.0 Root Hub Device
Generic USB Hub (2x)
USB Composite Device
USB Mass Storage Device
USB Root Hub (8x)
But i am still getting the notification that this device will run quicker in a USB 2.0 slot. I have just tried the pen drive in 4 of the rear slots with the same results.

Ok, this is a solution that I have tried and seen others report success with. Go to Device Manager, find the Universal Serial Bus list, expand it by clicking the + sign. Now starting at the bottom, uninstall each USB device that the PC will allow. Reboot and wait for Windows to detect USB and reinstall drivers.
