Problem downloading Charter security suite

I have an HP Pavilion a6803w-b with Windows 7 and when I try to download Charter security suite I get a window

that with "your current security settings do not allow this file to be downloaded. What do I need to do.

I believe that you should call 'Charter Tech Support' for help with your problem.  They are most likely to have a solution.  It is possibly a conflict with their program and Win7.
