System Recovery on an old HP Desktop

 Hi, lets get to it. I have a HP Pavilion 7845 with no OS the original OS on the PC is Windows ME. i then insert the Hp recovery disks and the screen says you need to run Fdisk to intailize the hard disk so i type in fdisk and the screen pops up would you like to create a Dos partition and so on. si i create a dos partition, but every time it only formats to 7MB that is the largest it can go to!

and i have to do this ME does not run on NFTS it needs a FAT/FAT32 partition! and i have tried to install Windoes XP but it has an error during setup. the ME recovery disk works i have done it before. But more recently the pc now says please insert a Dos disk and press any key? please help

This sounds like a problem with the hard drive.  Have you tried a different hard drive?  If the hard drive is only formatting 7MB that could be due to bad sectors on the hard drive.  If you really want to revive this PC, you should know this is a really old PC and  it will be pretty limited hardware wise.  It simply will not have the processing power and memory to handle many current software programs.
