Here are the specs for your HP Pavilion a6611me Desktop Computer. Yes, you can upgrade to Windows 7 with the BIOS at the new revision level. The reason Vista is listed as the compatible OS, is because the BIOS flash routine checks for the Vista OS before flashing. Had you installed Windows 7 and ran the BIOS update, it would have kicked out a message saying something like "Your computer doesn't meet the requirements for this update."
Please be advised that you can only do an in-place upgrade to Windows 7 32-bit. If your RAM is still at 2GB, I suggest running Windows 7 32-bit. If you wish to install Windows 7 64-bit, I recommend upgrading your system RAM to the maximum of 4GB. Please note that installing Windows 64-bit will require a "clean" install.
